Statement Of Work Creation

Challenge / Requirement

With increasing challenges to ensure value for money, the client, a large central government agency had minimal visibility of how successful its key contractors were in delivering projects on budget. Using the G-Cloud procurement framework, contractors were paid for time worked with no focus on Key Success Criteria.

Process

with the award of a number of key contracts transferring from G-Cloud to DOS4 the creation of fully integrated Statement of Work system moving focus from a potential resource sourcing situation to clearly defined project outcomes and success criteria.

Outcome

Intensive contractual negotiations were conducted with the key supply partners outlining and agreeing key project approval gateways which also included performance based scheduled payment structure aligned to the project gateways.

Benefits

The introduction of the new Statement Of Works process has returned control of the costs of IT and data related projects from the suppliers back to the client. This has now provided greater cost visibility and the removal of supplier lead cost overruns by binding suppliers to the project budget costs they provided.
